2주차 교육 내용은 네트워크 및 보안이다. 2주차 후반부에 보안에 대한 내용을 다루었다. 보안에 대한 기술적은 부분을 강의하고 나서 한국의 정보 통신과 관련된 법과 보안 관련 커뮤니티를 설명해 주어야 하겠다고 생각했다. 그래서 대한민국의 대표적인 리버스 엔지니어링 컨퍼런스인 코드엔진을 소개 시켜 주었다.

교육생들의 반응은 이러한 컨퍼런스도 있는지 신기해 하였다. 파나마에서는 이러한 컨퍼런스가 없다고 한 교육생으로부터 전해들었다. 파나마는 앞으로 정보 통신의 발전이 급속도로 진행될 것이기에 앞으로 정보 공유가 중요할 것이고 이러한 컨퍼런스가 많이 개최되었으면 좋겠다는 의사를 밝혔다.

Con miras a seguir formando profesionales competentes para hacerle frente a las últimas tendencias tecnológicas, el Instituto de Tecnología e Innovación (ITI) de la Autoridad Nacional para la Innovación Gubernamental, estará realizando del 25 de julio al 25 de agosto, talleres y cursos dictados por capacitadores de prestigiosas universidades de España y Corea.

El curso de Inteligencia de Negocios (Business Intelligence) será dictado por profesores investigadores de la prestigiosa Universidad Carlos III de Madrid (UC3M), de España, como parte de un convenio de colaboración que ha sido suscrito por la AIG. La esencia del curso es el desarrollo de las estrategias adecuadas para analizar la información disponible en las bases de datos para la toma de decisiones.

Por otro lado, con base a acuerdos suscritos por la AIG con entidades del gobierno de Corea, el ITI estará efectuando seminarios y talleres dirigidos por voluntarios especializados en Tecnologías de la Información y Comunicación procedentes de la Facultad de Ingeniería y Ciencias Computacionales de la Universidad Chung-Ang, Corea.

Según, el Prof. Edwin Henríquez, Director del ITI, "esto tiene como fin impulsar el perfeccionamiento no solo del funcionario público sino también de funcionarios de empresas del sector privado, para apoyar los procesos de modernización del Estado".

Los entrenamientos son gratuitos y abiertos al público en general y se estarán dictando en el Instituto de Tecnología e Innovación de la AIG, ubicado en el Edificio 167 de la Ciudad del Saber.

Seminarios y talleres: Horario de 1:00 a 5 :00pm

-Fundamentos de Programación ANDROIDE 1-5/Agosto: Uso de herramientas dentro de la Tecnología Móvil que permitan la programación de equipos móviles.

-Redes y Seguridad. 8 -17/Agosto: Comprensión de los conceptos de redes y sus implicaciones de seguridad en la infraestructura informática.

-XML.18-25/Agosto: El entendimiento y uso del mecanismo estándar para el intercambio de información entre instituciones y empresas. Importante para la Interoperabilidad del Estado.

오늘은 수업이 일찍 마친 관계로 파나마의 인터넷 속도에 대해 탐구 하였다. 먼저 국외 속도 측정 사이트에서 속도를 측정하였다. 장소는 INADEH 건물 2층 강의실이고 비가 무척 오는 날이다. 이러한 날은 잡음으로 인해 전파 지연이 많이 발생하는 날이다. 과연 속도가 어떻게 나올까??

강의실은 체감하는 인터넷 속도도 빨랐다. 역시 등급이 A+가 나왔다. 다운로드 속도 보다 업로드 속도가 아주 높았다. 현재 강의실은 두 개의 네트워크를 사용한다. 192.168.X.X 대역과 10.72.100.X 대역을 사용한다. 한 강의실에 왜 이렇게 대역을 구분하여 사용하는지 모르겠지만 내가 테스트를 수행한 자리는 192.168.X.X 대역이다.

우리가 머물고 있는 집에서도 테스트를 진행하였다. 현재 집에서는 유선 랜을 사용하지 않고 무선 랜을 사용하고 있다. 무선 랜은 체감 속도가 무척 느렸다. 분명 연결 강도는 높지만 인터넷 속도를 그리 빠르지 않았다. 테스트 결과 D 등급을 받았다. 그리고 다운로드 속도와 업로드 속도가 INADEH 보다 너무 낮았다.

교육생들과 이야기하면서 파나마에서는 어떠한 인터넷 연결을 많이 사용하는지 물어보았다. 주로 ADSL을 많이 사용한다고 하였다. INADEH은 교육장이기 때문에 전용 회선을 사용하고 일반적인 숙소는 ADSL를 사용하는 것 같다.

Ricardo Alberto Martinelli Berrocal (born 11 March 1952, in Panama City) is the 49th and current President of the Republic of Panama. He is a Panamanian politician and businessman of Italian descent from his father's side.

리카르도 알베르토 마르티넬리(1952년 3월 11일 파나마 시티 출생)는 현재 파마나 공화국의 49대 대통령이다. 그는 파나마인 정치인이며 동시에 그의 아버지로부터 상속받은 이탈리안의 비즈니스맨이다.

1. Early life
Martinelli is the son of Ricardo Martinelli Pardini and Gloria Berrocal Fabrega. He completed his secondary education at Staunton Military Academy in Staunton, Virginia in the United States. In 1973, he graduated with a Bachelor of Business Administration degree from the University of Arkansas. He later earned a Master of Business Administration degree from the INCAE Business School. Martinelli is married to Marta Linares and has three children: Ricardo Martinelli Linares, Luis Enrique Martinelli Linares and Carolina Martinelli Linares.

2. Business career
Martinelli is currently the chairman of the board of Panama's Super 99 supermarket chain. He is chairman of two other companies and sits on the boards of at least eight other companies.

3. Politics
During the presidency of Ernesto Pérez Balladares, Martinelli served as Director of Social Security from 1994 to 1996. From September 1999 to January 2003, during the presidency of Mireya Moscoso, he served as Chairman of the Board of Directors of the Panama Canal and as the Minister for Canal Affairs.

Martinelli is the president of the Democratic Change party, which was founded in May 1998. He led the party and was the presidential candidate during the 2004 general election, when his party came last; Martinelli received 5.3% of the vote and came in a distant fourth place in the presidential election.

Martinelli was the leader of Democratic Change and presidential candidate in the 2009 general election. He made promises to cut political corruption and reduce violent crime and spent an estimated $35 million on promoting his campaign. Martinelli was the favourite to win the election and opinion polls gave him a double-digit lead over the ruling Democratic Revolutionary Party-People's Party coalition. He had the support of the Alliance for Change, a group of political parties which includes his own Democratic Change party, the Panameñista Party, the Nationalist Republican Liberal Movement and the Patriotic Union Party.

In 2004 Ricardo Martinelli founded "The Ricardo Martinelli Foundation", for which he acts as fundraiser. The Foundation grants more than 8,000 scholarships a year to poor students with good scholastic averages.

On May 3, 2009, Ricardo Martinelli won the national elections by a landslide, with over 60% of the votes compared to his closest rival, Balbina Herrera, who received about 36%. This was the second-largest majority in Panamanian history, and the largest since 1989. He was sworn in on July 1, 2009.

Since coming to office, Martinelli has introduced a number of measures designed to alleviate poverty, including a $100 monthly pension for the elderly, an increase in the minimum wage, and subsidies for students to meet the cost of uniforms and supplies.

An August 2009 U.S. State Department cable signed by then-U.S. Ambassador to Panama Barbara J. Stephenson and released by the whistle-blowing site WikiLeaks "describes Martinelli’s 'autocratic tendencies such as asking the U.S. government for help to wiretap political opponents," and says that "after meeting the Panamanian president, [Stephenson] is under the impression that Martinelli 'may be willing to set aside the rule of law in order to achieve his political and developmental goals.'" The cable also states that "Martinelli has resorted to 'bullying and blackmailing' of private businesses" and told Stephenson that “he had already met with the heads of Panama’s four mobile phone operators and discussed methods for obtaining call data.” It concludes by noting that "[m]ost of [Martinelli’s] government appointments have favored loyalty over competence.”

4. Honors
On February 20, 2010 The University of Arkansas established the Ricardo A. Martinelli Berrocal Scholarship to provide financial aid to prospective University of Arkansas students from Panama. He was also presented with the Citation of Distinguished Alumnus award, and made an official ambassador of the State of Arkansas by Governor Mike Beebe.

On October 30, 2010, Martinelli was in attendance for the University of Arkansas's homecoming festivities and crowned the 2010 Homecoming King. The Razorback beat the Vanderbilt Commodores 49-14.
